Duties and Responsibilities
  1. Provides fiscal and administrative support in the operations of the Hawaii/Pacific Basin Area Health Education Center (AHEC).
  2. Collects financial and statistical data from existing files necessary for budget preparation, and periodic project status reports.
  3. Reviews proposed grant budgets for accuracy and compliance with grant guidelines.
  4. Initiates, audits completes a wide variety of financial & personnel transactions, such as purchase orders, requisitions, invoices, & various HR documents.
  5. Reviews proposed vs. actual expenditures, inventory of equipment, & vacation/sick leave accrual to ensure compliance with existing policies & regulations.
  6. Provides technical advice and assistance to administrators, staff, & subcontractors on finance, purchasing, property management, personnel matters, & the applicable regulations governing each.
  7. Supervises student assistants when necessary.
  8. Assists office manager with administering overall fiscal operations of the program, preparing program budgets, & monitoring & controlling expenditures in accordance with the budget plan as well as federal & state procurement policies & procedures.
  9. Acts as contact for all AHEC programs, & directs people to the right person &/or resource to get the information they need.
  10. Initiates, reviews & ensures correctness of documents & other paperwork for hiring personnel, including temporary hires, UH/RCUH hires & student assistants.
  11. Provides basic web research on job openings & resources available in Hawai'i as well as other topics needed.
  12. Assists in the research & preparation of grant writing, contract proposals, agreement for services, & memorandum of agreements/understandings.
  13. Other duties as assigned
Minimum Qualifications
  1. Possession of a baccalaureate degree in Business Administration, Finance, Human Resources Administration, Communications, or related field and 1 year(s) of progressively responsible professional experience with responsibilities for financial or cost accounting; or equivalent education/training or experience.
  2. Functional knowledge of principles, practices and techniques in Business Administration, Human Resources Administration, Communications, and/or Finance demonstrated by knowledge, understanding and ability to apply concepts, terminology.
  3. Functional knowledge and understanding of principles, theories, federal and state laws, rules, regulations and systems associated with Business Administration, Human Resources Administration, Communications,and/or Finance.
  4. Demonstrated ability to recognize problems, identify possible causes and resolve the full range problems that may commonly occur in the Business Administration, Human Resources Administration, Communications, and/or Finance.
  5. Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals.
  7. Demonstrated ability to operate a personal computer and apply word processing software.
  8. Any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
  9. Knowledge of the principles and practices of personnel administration.
  10. Knowledge of the theories, principles and practices of organization and management.
  11. Ability to analyze, interpret and apply financial and general administrative rules and regulations to a variety of work situations.
  12. Ability to use excel spreadsheet, word processing, data base applications, Internet research and other business related programs.
Desirable Qualifications
  1. Familiarity with UH and RCUH administrative policies and procedures. Experience relating to the administration of public and private grant funds.
